Before anyone gets their knickers in a twist about someone hacking up a Williams, please consider the alternate (and, IMHO, more likely) scenario that this is a custom instrument assembled around a "leftover" Donelson bell (there was a discussion of a BAC Williams 4 here: viewtopic.php?p=238531#p238531 that went along those lines).
This is one of those situations where the proof is in the pudding (or, in this case, playing). There doesn't seem to be much Williams 8 there, but that doesn't mean it doesn't play well - though I would not expect it to play much like a Williams 8.
