I think he's referring to the dotted eighth - sixteenth figures, lame notation font (inappropriate for style), possibly lack of articulations, and probably choice of extreme slow tempo to fit the double time rhythms used.

Look at the last two bars of the score, the 1st and 2nd endings. (The Musescore quartet chart link)

The first ending needs to be written with meter changes. 1/8, 2/4, 3/8

If I read the tea leaves correctly, it was arranged by a high school student. In that case, I'd call it a promising early effort, but in need of a few refinements. It's unlikely the kid had received much, if any, training in theory, orchestration, or music copying at the time.

I've seen several arrangements of this tune lately - it's a great tune and definitely one of the highlights from the original Willie Wonka. However, keep in mind copyrights if someone intends to use stuff like this for more than personal entertainment.

Oh, yeah, that. It's Musescore, you get a lot of that. The good thing about Musescore is that you can find ideas and starting points, or even fixer-upper projects. I like to see chord changes on stuff like this, but you get what you get. Beautiful song though, always loved it from the original movie.

After listening to the Toby Oft solo version a while back, I went through a phase of driving my wife (and dog) crazy by using it as part of a test portfolio for various slide/bell combinations. It was a slightly unhealthy obsession. The tune starts to get a bit creepy after a few repetitions.
